However, the court carved out an exception for the Federal Reserve, preventing the president from immediately removing Governor Lisa D. Cook.

In a 6-to-3 decision, the justices ruled that the president can fire independent regulators, including those overseeing consumer protection, worker safety, environmental protection, and nuclear safety.
